As far as I can tell, she will have to create an Apple ID to get on the
iTunes music store. There is no way around the credit card. I setup an
account for my son recently and tried over and over to find a way around the
credit card. I don't know if I overlooked something, but I couldn't find any
way around it: if you want to use the iTunes Music Store in any way, you
need to have an Apple ID. If you want to create an Apple ID, you have a some
point to supply your credit card number.
You might be right, the fine print says "open only to persons above the age of 13," but details mention that when you're below 18, you have to get your parents' permission (and probably credit card number) -- unfortunately, my knowledge of Dutch is rather basic.
