That's because OS 9 is a fixed OS 8.6 wich must works
on OS X as Classic.
OS 9.1 was introduced because OS 9.0.4 had some
problems on OS X and 9.2 to add more features and
compatibility with OS X Jaguar and Panther.
You will add more stuff wich will not work at all.
