Yes, that's how spring-loaded folders work, which this is great example of.
I've gotten to the point that everyone I set up with a new OS X system I make an alias of their Applications folder there.
For the switchers its the closest analog to the Windows Start menu that OS X has got.
For old OS 9 users (or OS X users who haven't twigged yet) its a good example of how to use the dock and simply damned convenient.
