When I had this problem with a WS II (PDQ) using Panther, I made a full reinstall including PRAM and NVRAM reset, leaving the battery out and reformatting the drive. On reinstallation the modem was found. I'm not sure what had happened, but I wouldn't deem it as dead, before you've started over like this.
