Depends on the library (or whoever the WAP owner may be). It's always best to walk inside and ask them. Even if they've left things unpassworded, to use it without authorization is Theft Of Services.
Just checked with my local library. They offer free wireless network access to all their cardholders. Their WAPs cover the entire grounds, and the adjacent park. For non-local residents, the service is $5/day.
