While a bit dated, the classic "Creating Killer Websites" <http://
www.amazon.com/exec/obidos/ASIN/1568304331/qid=1113386515/sr=2-1/
ref=pd_bbs_b_2_1/002-0172790-3713636> is still good for inspiration at
least. It doesn't get into the basics of HTML, CSS and so on, so you need
another book for that.

As for apps, unless you want to go Pro with Dreamweaver, Golive or
Freeway, then shareware Pagespinner is only $30 and really good I hear:

3348>. I think there's a OS 9 version as well, at least an earlier
release, if you haven't gone OS X yet.
