Wow! Really? I didn't know that about Tiger. I'll have to look into it. Very cool, being able to make PDFs fillable forms. Excellent. Excellent I say! MWUHAHAHA! Oh, oops.

Are you scanning to a PDF? If you upgrade to Tiger you can use text annotation tool to fill it out. Otherwise, any graphic app that supports layers and has text tools should allow you to open and put annotation on top.

PDFPen Pro (found on Version Tracker) will allow you to actually make PDF forms 
with editable fields, but if you're only doing this for one form, it may not be 
worth the purchase price.
