Yes, but knowing the fundamentals stops you from going mental and at least attempt to think at the right end of the problem, knowing very little makes you stumble in the dark.
There's an old, old alt.sysadmin.recovery* maxim:

TCP issues are one of the few things I've ever seen my boss swear aloud about.
