Well, clean install is always a solution. Upgrades are always trouble, always were, always will be. Doesn't matter if you are going from Windows 98 to Windows XP or from Panther to Tiger, taking a new OS and writing its files directly on top of an older OS is just asking for trouble. Yeah, most things will work, but it will always be a mess under the hood.
