I am stuck in OS 9 land) reports received signals, whether
or not they are encrypted or not. Perhaps the "menu bar" only
reports signals that might be useable?

Nope, Airport software shows APs that are using WEP/WPA. If you select it, it will prompt you for the encryption key.
