I can get it to shut down by holding down the start button for a few seconds. It won't restart using any software or hardware methods. I have to force a shutdown and then do a cold reboot.

Someone had this problem recently on one of the lists. I suggested he use "shutdown -h now" in the Terminal and it worked for him. Give it a whirl. It's a work around but will help in finding the problem.
