Surely Windows is better in most situations than DOS, but the comment you quote reminds me of something I ran into years ago working in the commercial Nuclear industry. I had some spreadsheet work to do and the tool available in the office was Lotus 123. After struggling along for hours I told my boss I'd be done in minutes if I could use my Mac (at that time a Mac Plus). The IT folks were worried that I'd create a "data island" if I used Excel on the Mac. The short of it was that I brought my Mac to work, did the job(s) in short order and saved the spreadsheets as wk1 files (a Lotus 123 format for you young whipper-snappers ;-) ). No, I didn't win any converts that I know of, but using my "real" computer saved a lot of time and certainly aggravation on my part - and the IT guys learned something new too.
