Have any of you tried compiling any of the newer Mozilla builds on OS 9, since there isn't an official build? I'm running 1.2.1 right now,

Why? There's been a 1.3.1 build available for years.

but I'd like to run Firefox, but I'm not going to buy a copy of OS X to get a new web browser, and I think iCab still hasn't hit its stride, yet.

Try the latest beta of iCab.

Any tricks to getting the Apple Developers Toolkit to compile it?

I think there's some details in wamcom.org. It's not simply a recompilation issue -- you'd need to rewrite some code.
