The gurus in our Virginia Macintosh User Group are adamant in their advice:
do not use any form of shareware FreePPP.  I think we've all used FreePPP in
past years with earlier versions of System 7 because there was no good
alternative from Apple.  Now, as Mike Cohen indicates, Apple's Remote Access
is the way to go.  I'm using OS 8.1 on a Performa 6300 and OS 9.1 on a
G3/333 PowerBook.  I've had no problems attributable to this with either my
old 56Kb connection or my current cable service.

I cannot address OS 8.5 or 8.6.  But it sounds like you are desperate, so if
you reinstall, you might consider reinitializing (after thorough backups of
user files) and, on a trial basis, making a separate partition for an extra
copy of your OS with your internet browser and e-mail applications.  On
another partition, have another copy of your OS with all other applications.
And a third partition for your data.  Then, perhaps, you can better isolate
problems while troubleshooting without disrupting too much of your system.

With Apple's software, you can use the Internet Setup Assistant or whatever
similar tool you find when you first start up.  Or, if you are familiar
enough with the AppleTalk and TCP/IP Control Panels, enter your internet
connection information directly.  Then you'd also have to separately enter
some information into your browser/mail package.

Later, if your separate partititons behave well, you can reinstall your
internet applications with your main system and keep your old internet
partition as a scratch disk.
