Your problem might not be in the modem or the computer.  When I had dial up
service my V.90 modem never got above 28.8KPS (usually 26.4KPS).  The reason
-- my "telephone company" has a shortage of copper cable to service the
neighborhood so they put the service between my neighborhood and the phone
office on a "doubler".  In effect they do an analog to digital conversion of
my phone and someone elses phone so they can get 2 lines on the same pair of
copper wire without burying some more.  When they do this you will never get
more than 28.8 KPS for a dial up speed.
