You're partially correct. The Radeon 7500 Mac Edition will meet the requirements for QE, as is it an AGP 2X card with 32MB of ram (DDR, in this case). It is, however, only available as an OEM part. The Radeon 7000 Mac Edition is a PCI card. The PCI bus doesn't provide enough bandwidth for QE. This means no QE on anything older than a Sawtooth. However, I find the Radeon 7000 to be a great card for my use. I have one in my B&W (G4/550, 704MB, OS X 10.1.5) and use it to drive both a 17" B&W Studio Display and a 15" B&W LCD Studio Display. It's a big improvement over the OEM Rage 128, and makes games like Diablo II and UT playable. It's not a real speed demon, and there's no hardware T&L support, but this machine is mostly used for graphic design, surfing, and email.
