uh, no, the normal stuff isn't an adhesive, although there are heatsink pads that have adhesive to make assembly easier, but it's in no way similar to using silicone adhesive. if you are using silicone adhesive try and check your cpu temp, it can't possibly be working well unless you got an extremely smooth processor top and heatsink bottom and squeezed all of the adhesive out producing direct metal contact. generally however the surfaces aren't that smooth, that's what the very, very thin film of heatsink compound or the thermally conductive pads are for, to improve contact between two less than perfect surfaces. i guarantee no one is shipping heatsinks with silicone adhesive on them, they may be shipping heatsinks that have a thermally conductive pad made out of silicone with some additives to make it conduct heat well and it may well have an adhesive surface, but it's not just a layer of silicone adhesive, honest, i've specked this materials and seen the catalogs!
