i'm not sure, but it's also good to lock the history in the same way, if
you can.  check the shareware sources, there are programs that let you
manage you're cookies, likely there is one for i.e.  i used one until i
found out about the locking trick.  ps, if you are using netscape,
you'll have to quit it before you lock the file or it won't necessarily
be current and blank.  i used hex edit and just saved an empty file,
then i used file buddy to change the file type so netscape would like
it.  one advantage of managing cookies as opposed to blocking them is
you can keep the cookies from sites you log into frequently while
dumping the others.  

it's also good to just plain block the ad/cookie/webtracking sites with
a firewall.  i've found many of the ad servers are grossly overloaded
and the main thing that slows down many pages, it's very noticeable even
at 26k.
