ATI Rage 128 (16MB) OR ATI Radeon Mac Edition PCI (32 MB).  You'd be 
surprised how much difference that will make, even without Quartz 
Extreme.

You could further tweak things by adding a faster hard drive 
controller.  The on-board is slow as Moses.

That said, OS 9 is so darned snappy on older PowerMacs, it's worth it 
to consider staying with that in my opinion.
