Sounds like you're missing the OS 9 hard disk drivers. I ran into the same thing, myself. I did a fresh install of Panther and when I initialized the hard drive, I did not select to have OS 9 drivers installed, since I'd planned not to boot to the old system ever again.... until, of course, the gaming bug bit me and I had a craving for some old 3D games. After re-installing OS 9, I ran into the same symptoms you describe when trying to boot from that operating system.

Problem is, as far as I could tell from my research, there's no way to add those all-important drivers to the host drive after the fact. You have to initialize it all over again... doable if you have a second hard drive and Carbon Copy Cloner to back up your current setup. "So why don't I just initialize the second drive, with OS 9 drivers, and put the OS 9 folder on that?".... been there, done that. Sure, now I can boot to OS 9 just fine. But then when you're in OS 9, it can't see the OS X drive, so you can't choose to boot back to X without using a boot CD. And no, holding down the "X" key doesn't work in this case.
