OSX 10.3 or 10.2?
Can you select them in Software Update, then click on "Download Only" from the Update menu.
Have you run "Repair Permissions" lately?
Preferences are also a possible culprit. Can you login as another user and see if the same thing happens. If so then it is global. If not then it's a corrupt file in your users folder.
