Yes, this is a retail 9.2.1 CD.
Seems like the OS version on the CD is older than the G4. There is no way to upgrade the installer to allow it to install on that G4. You'll need a System Install CD for your machine. You could create a .img file of the CD, mount it and install the 9.2.2 upgrade to it but the installer would probably still not let you install 9.2.1 on the machine because the necessary enabler/identifier file for the machine isn't in the installer package. If you had access to an older G4 machine and a spare hard drive you could install 9.2.1 to that machine, upgrade it to 9.2.2 and then copy that system folder to a blank CD making a drag-&-drop installer.
