There are more differences in various specifications than speed. For 
example, PCI 2.1 cards won't work in early PCI Power Macs, which have a 
PCI 2.0 bus.

Perhaps there was a revision to the AGP specs between late 1999 and 
early 2000, irrespective of speed.
