How I got here: running OK on 10.2.8 for some time, but had problem trying to update my little LAN with LaserWriter, Asante router and cable modem--nothing else seemed to work (CUDA, zap PRAM) so reinstalled 10.1.5 (which I now know I shouldn't have!).

The solution is to re-install 10.2 and upgrade back up to 10.2.8. An Archive and Re-install will keep all your user data fine.
That will get you back to the beginning of your problems.
Then see if you still have the problem with your LAN, which can probably be fixed without such a drastic step.
Nothing could be fixed except a decided lack of frustration in your life by going back to 10.1.5...
