I made three or four that were bounced. They all said:
Failed to deliver to '<[EMAIL PROTECTED]>' LIST module(list g-list) reports: Your message cannot be posted. It is composed using the 'windows-1252' character set, and this list accepts ISO-8859-1 only
I was using Panther Mail 1.3.9(v619) and haven't changed any 'real' Preferences since I set up Mail back in Jaguar. I never had a plain text mail bounce, and was shocked at the 'windows-1252' character set. I assumed incorrectly that it was something my ISP Cox was doing (they're a Microsoft only ISP). In searching for the answer to the bounces, it appears that my "default" Text Encoding preference is now 'windows-1252' also called Western(Windows Latin 1). I've needed to manually select Western (ISO Latin 1) to get a post to go thru. This is strange because several people have posted the ISO-8859-1 (Western ISO Latin 1) IS the default encoding of Mail.app.
I think what happened was that when I went to send some attachments I was offered "Send Windows Friendly Attachments?" which I answered Yes. I have since found the preference and changed back, but the character encoding has evidently stuck.
If you notice my last posting which was manually set as ISO-Latin 1 each line has a spurious "=20" at the end, and perhaps this posting also does? Does anyone know how to change this "default" Text Encoding back to the real "default" so that I can stop this insanity? I've tried several key stokes like Cmd, Opt, Ctl or various combinations. If I were trying to use another language character set, I can set that from the International Preference, but I can't find a "default" Text encoding preference and would never use a Windows set ever.
