Hi Brian One viable answer for OS 9.x is Pro Tools Free (5.01) downloadable from the Digidesign site, PLUS their own propriety MP3 conversion plug-in, which costs less than $20.00. There is one for ProTools Free called "MP3 Export", not to be confused with the "MP3 Option" which is for ProTools LE 5.x.
Here is the link at the DigiStore: http://secure.digidesign.com/index.cfm?page=templates/product_index&category id=10 Right at the top of the list is what you are looking for. Installed, it gives you the added bounce-to-disk selection that takes your mixed-down PT session and converts it to MP3 right then and there (done in real-time of course, as the dithering demands are pretty intense). Of used it a couple of times with quite satisfactory results, no file size too large. Bit depth options are included in the plug-in. Hope this helps.
