Speaking as a beige owner I've found that some monitors will turn off when
you shut down, some won't. Among the ones that will are my current
AppleVision 1710 (probably because it's ADB controlled).

The Beiges were introduced shortly after the Return of Steve, but they were
mostly designed when the Spindler/Amelio mindset was still in charge.

When Jobs omits something, it's usually not a lack, it's a "feature" (e.g.
fans).
