A G4/450 Zif is not too expensive, they are easy to install, and besides the 
raw speed boost, going to a G4 will light a real fire under the apps that can 
use it, even iTunes.

A very affordable video upgrade would be a ATI Radeon 7000 - not as expensive 
as a 9200, and for your friend's uses, it will make a significant performance 
increase.

Here's another idea - if you can find an inexpensive used ATA card, that will 
speed up disk I/O a lot if his drive(s) are ATA-66 or faster.
