I'm not sure that all CDs are equal. With regard to DVDs, which are often made by the same manufacturers, there are the good the bad, and the ugly, as shown on the webpage: http://www.digitalfaq.com/media/dvdmedia.htm
You have to be careful when buying DVDs, as that information shows.
I wonder if there is a similar webpage for CD brands.
