As a Beige G3 it is officially supported to 10.2.8; XPostFacto will let you install 10.3.
(2) Does OS X come with C and C++ compilers? Assembler?
The retail box of 10.2 comes with developers tools disk; that has gcc 2.something, iirc. The latest 10.3 has gcc 3.3; that includes assembler compilers and I believe it's got some cross-compilation capabilities. It also includes all the gui development tools Apple's got.
Plus you can sign up for a free membership to ADC in the developers section of Apple's web site. The free membership doesn't get you discounts and the fanciest goodies, but it does let you download their tools and get to the documentation.
Also, you get all the native OS X development tools; if you thought Code Warrior was cool, you'll be drooling over the native tools.
(3) Prices for either of the above?
