Looks like I'm averaging about 1000Kb on a 1500Kb package. Is that average or low?
Depends upon where you were testing against and the time of day that you tested.
Ideally you'd be testing against a site somewhere near your own ISP, in order to rule out interference with other traffic on the 'net.
Part of the story is what's going through your pipe, part is how much is being crammed through your ISP's pipes (ie, are there bottlenecks there? are they pushing the limits of their capability?) and part of it is the health of the 'net in general. Around here, if you tried a speed test at 4:30pm on a weekday, you'd get all the just out of school surfers piled on top of the just about to leave work surfers, and things tend to slow down a fair bit. For us, that's a bigger peak than the later evening - though not much bigger.
We run some fairly busy web and mail servers and have about 30 home users on our local LAN, and generally don't have any major trouble with throughput on a 1540k T1. Throughput from the farthest point on the LAN is usually between 1000 and 1400, and at peak can drop into the 800s.
