no the G3's ports are not USB 2.0. You would need to add a USB 2.0 card for that. OS X supports it but the hardware doesn't. The G5's were the first systems to ship with USB 2.0 ports.

I buy a USB 2.0 card, plug it in and then the USB ports support 2.0?

Well, the ports on the USB 2.0 card, yes. The ports on the motherboard will still be USB 1.1.
