Permissions determine who can read and write, or just read etc, a file.

To see this, first select a file, then hit Command-I (or, in the Menu, select File then Get info)

In the box that results, at the bottom you will see an arrow next to 'Ownership & permissions' Below it is an arrow 'Details'. Click on it to ensure it points down.

The boxes will give you a bit of an idea about the permissions.

It's normally recommended to choose to repair permissions when checking the disk, especially after installing new software.
