This machine is more than sufficient to run OS X, Jaguar or Panther (Tiger
for that matter). In that OS, the DVD playback is OS-based, not hardware
(decoder card) dependent; why not use your expenditure to invest in an
appropriate drive and OS X?
(The actual answer to your question is "yes", as long as the decoder card is
ATI)

Scour the list/eBay for an Apple-based SuperDrive, or a dependable external
FireWire (LaCie, for ex.) that would have Toast bundled with it - I am not
completely sure, but I bet a DVD decoder card is not necessary for burning,
just playback (and even then, we're talking pre-OS X days)
