A separate scratch disk/volume/partition is not strictly necessary. It guarantees that Photoshop has all the space it needs whenever it needs it. Plus it means more efficient use of the computer. In OS 9 and before, there was greater potential for fragmentation of files when not using a dedicated scratch volume, meaning the hard drive's head worked harder. With OS X, I suspect not having a dedicated scratch volume would require OS X to do more file management which seems to me to translate into more head movement. And without a dedicated volume, you'd have to watch your free space more carefully.
