Since the very first Mac, Apple has used a process known as "controlled
obsolescence" and has decided that every new Mac should run only the
version of Mac OS that it came with, or a later OS.
Your Mac mini should have come with a software install/restore DVD,
which will restore the earliest OS that it will run. If that's Tiger,
there is no way your mini will ever run Panther.
However, since the mini was released before Tiger, I would be that your
restore DVD probably comes with Panther on it, and your machine
probably came with a Tiger upgrade DVD. Unless, of course, Apple
pressed new software restore/install DVDs for newer minis, DVDs that
contain only Tiger.
