In the earlier days of Unix (at least on the flavour I used, back in the stone age), there was a default option on the mv and cp commands that did a verify before the rm. That doesn't seem to be in OS X.
As to "why"... The default action of dragging doesn't do the delete. It's only when you, the user, add modifiers that it happens. Seems like a relative safe way to offer it, to me. I guess. :\
Have you ever had a file not copy successfully?
Yes. Part of my SCSI vs Tiger pains this week... drag a folder tree to a 2nd HD, the HD vanished in mid-copy, Finder gave no error. When the drive came back, the bulk-copy was incomplete and the actual file it was copying was only 1/4 the size of the original. It should be noted that the same copy operation, using a ditto command from terminal, threw an error message which warned of the incomplete operation. Bad Apple - supppressing errors for the GUI. :(
Bottom line: Computers are stupid and their programmers have pizza, not ESP. Only trust them as far as you can throw them (either). Catapulting is fun, but doesn't always count.
