Yes.

At least the behavior is optional.

Especially when the copy occurs over a network. Does the COMMAND drag actually 
work when the source is displayed in a window opened using Go_Connect to 
Server? What if the connection is to an FTP site?

What if you don't have write permission on the source file? Would you COMMAND 
drag a file to a CD-ROM expecting the write to be perfect?
