Completely an urban legend, probably a conflation of various spyware
issues and Windows Update which does check the version of various
windows components (otherwise how is it to know what upgrades to
offer...).
Moreover the internet doesn't work that way...you can't "send out
packets to invade any machine".
tell that to my housemate's laptop! LOL
