It sounds like the flyback transformer on the monitor. An easy,
cheap, and potentially dangerous fix since it involves the high
voltage components of the monitor. This is a common repair on CRTS.
It could also be the fan in the power supply, or possibly the HDD,
but those would be more likely to start the moment the system was
turned on. The CRT has to warm up sometimes for these things to
happen. Flyback hum is really high frequency nails-on-chalkboard
kinda stuff.
Remotely, it could be something really strange with Classic. Try
setting it to not start automatically and see if you get the noise.
Or plug headphones into the speaker jack to disable the internal
speaker to rule out something odd being fed to the speaker.

Bruce pretty much covered everything I've experienced and would
suggest. But, as a matter of curiosity, do you have a floppy/CD/Zip
disk in a drive? If so, that could be the cause too. While Bruce says
flyback transformer, I vote for hard disk drive or cooling fan
bearings going bad. You also could try reseating all installed cards,
including RAM. That got rid of a weird squealing noise for me once.
