It is a POP account. When I try to select Rebuild, it is grayed out.

It may be confused. You don't mention what kind of mail account this
is, but I'd try rebuilding the inbox. Select it, and under the Mailbox
menu, select Rebuild. That rebuilds the indexes for your mail
messages, a corrupted index may be what's causing the slowness.
