It may work (iDVD 4 works with a large number of drives) you may need to use PatchBurn first.

Second, do I need to go through the whole 5-6 step process of encoding, etc etc when I burn a playable DVD? Could I simply copy the contents of a DVD I already burned to a blank DVD? Any machine I would use this on would be running the latest version of Tiger.

Yes, you can use DIsk Utility to make a disk image you can then burn to the other disk, or if you have two DVD drives, you can copy one to the other.
