I don't know how it is in Norway, but here in the 'States, all home DVD players are region locked to region 1 due to the film studios. It's a big deal if a home player can be region locked.

As for the DVD changing only five times, that is not Apple, that is the firmware of the DVD drive. It's the same way with machines running windows. Again, blame the movie studios.

And yes, once you change the region for the fifth time, it's stuck on that region. There are some firmware sites that have region free firmware available for download, and/or utilities to reset the region change count. Reinstalling the OS will not help at all.

Google for 'dvd drive region free' and you should find them.
