Is the 28V only required to initiate bootup? Or is it continually drawn from as the computer runs? If its only needed to boot up initially, I could just use batteries to provide the voltage.

The PMU constantly draws from the 28v line, on or off. Assuming you're not using ADC or firewire, there are no other additional draws on that circuit.
