The link you sent is the one that I used. I confirmed the accuracy at Apples website. Anyway, I tried jumpering the PWR ON pin with a GND like you recommended. While jumpered, all the fans powered up, and a red light on the motherboard came on. However, there was no startup chime. If I removed the jumper, everything powered down. Pushing the power button accomplished nothing, whether or not I waited a minute, and whether or not it was while the PWR ON pin was jumpered to a GND.

There is always the possibility that the motherboard I got or processor are bad. But, in the mean time, I will still try running the proper 24V (OK well proper enough) to the board, to see if that works, but I have to wait several more days now to get this computer up and running. Quite annoying.

Any possibility that the front power board from the QuickSilver case isn't compatible with my rev 1 Digital Audio board? I tried the one from my Sawtooth with the same lack of results (though I didn't try it with the jumpered PWR ON pin). And since I mentioned this is a rev 1 DA I might as well mention that I do have 12V fed to the 4th mount point of the processor.

I ran my DA using 5v on the 24v line for a short period of time to test the theory. I don't recall where I got that info from, but it did test out ok. 
 
Couple things to do. 
 
First, verify that you have disconnected +5vsb line, as the DA doesn't use it. See  http://www.outofspec.com/frankenmac/wire.shtml to see what I'm referring to. 
 
Once you've done that, if it still refuses to light, plug everything in, and use a paperclip to short the PWR On line to ground. This will turn on the powersupply. Give it a min to settle, then hit the power button on the mac.
