After re-reading my post, perhaps I should elaborate.
The size of your project in iMovie is irrelevant. An iMovie made with
high quality stills starts out much larger per frame than one with
plain ol' video.
It's what iDVD can compress to that is the problem. This is
restricted to 4.71 Gig for a single layer, and the calculated size
will be shown in iDVD itself. Wether the frames are video or stills,
they all end up the same size. Ticking 'Quality' increases the size
of each compressed frame.
Deselecting 'Quality' allows for a greater compression, so your
iMovie project can be longer.
You basically need trial and error to establish a suitable length in
iMovie.
If you send a project to iDVD and it shows up as 5.6 Gig compresssed,
then you need to strip 100 minus (4.71 divided by 5.6) percent from
your project in terms of time, NOT size.
(Well, in terms of size as well if your project is all 640x480 video,
but if you're mixing in stills, things get messy, so reduce by time)
Hope this explains it better.

G'day
The first thing I'd try is to untick 'Quality'.
Then you have to get the size down to about 4.38 Gig. iMovie
measures 1 K as 1024 bytes, but disc manufacturers measure 1K as
1000 bytes. Makes a difference.

I read somewhere that you can only get about 90 minutes on a single
layer disc
