Those are the two major obstacles I can think of.
AFAIK all current Macs will operate on any standard household
voltage. Certainly the laptops are. She might want to buy the
specific power cable from an Apple store over in France. A little
simpler than always using an adapter. But that's a matter of
personal opinion.
The usual install, either installing from the disks or as it ships
from Apple, leaves the system setup to request language and such.
Another thing to consider. Apple France may or may not cover work on
it if it's bought here. I don't know if this is the case or not, but
I have heard of such things in general.
