I had almost these exact symptoms in a PowerMac 6200 a long time ago. It was a bad power supply.
Have you tried a known-good, new, PRAM battery? That also might be the problem. Some Macs won't start up without a good PRAM battery. You can get a new one for far cheaper than a power supply. I'd bet money it's either the PRAM or the power supply.
