I had almost these exact symptoms in a PowerMac 6200 a long time ago.

It was a bad power supply.

Have you tried a known-good, new, PRAM battery?  That also might be
the problem. Some Macs won't start up without a good PRAM battery. 
You can get a new one for far cheaper than a power supply.

I'd bet money it's either the PRAM or the power supply.  If a new PRAM
battery doesn't fix you up, if it were me, I'd just go ahead and grab
a new power supply.
