WHAT others? This is critical! If you can get to terminal, you're
golden, you can run anything.
I do happen to have a 'Terminal' icon in the DOCK
Then you have absolute control over your system...it's just you need
the specialized knowledge to exercise it ;-)
In the 'Tool Bar' space at the top of screen, the 'Eject Icon
(never has worked, just ignored), 'connect icon/phone icon',
'Volume Icon', and Time are in place and functional.
That is the Menu bar, and is present for each program.
DOCK icons are NOT default set. I have cleaned out never used
things and added others.

FINDER click gets a "FINDER not running" info box.
Internet Connect click will open & run
Also, any of these below, will have their own 'Tool Bar' at the top
of the screen

Mail "
NewsReader Haven't tried
Address Book "
System Preferences "
Terminal Thought it could be useful, but don't have a
clue.
CPU Monitor Haven't tried
One other thing I just tried and it works 'Apple'-p to print.
Start System Preferences.
In the Accounts section, create a new account, and be sure to give it
admin rights. (just in case)
Once that's done, select Logout from the Apple menu and log in as the
new user.
If everything works, then your issue is something to do with your
main account.
If the Finder is still broken, it's a systemic issue and I'd go for
an Archive&Reinstall.
