I have done the re-set, and I have tried with the battery in, the battery
out. The battery shows 3.7v. Is there a particular sequence or what not for
the re-set button on the board. I've just held it down for 30 seconds. The
re-set button on the front of the machine has no effect.

AFAIK just pushing the reset button once is enough.

Only think left I can think of is to swap out the motherboard or PS.
